Improving Energy Efficiency in Buildings: Project Document

The objective of the GEF full size project is to reverse the existing trends and reduce consumption of electrical and thermal energy and associated GHG emissions in new and restored, primarily residential buildings in Armenia. It does this by creating enabling regulatory environment, skills and capacity among industry professionals to introduce the principles of integrated building design in Armenian construction practices from the stage of building design through construction to maintenance of the buildings.

The support provided by the project combines development of a new regulation (EE building codes and certification scheme) with the training of professionals, demonstration of integrated building design and stimulating manufacturing of new EE materials and equipment.

The project is implemented under the UNDP-led GEF Global Framework for Promoting Low Carbon Buildings with a primarily focus on two thematic approaches promoted by the Global Framework: a) promotion and increased uptake of high quality building codes and standards; and b) developing and promoting energy efficient building technologies, building materials and construction practices. The coordination offered by the global program will help Armenia to learn from experiences and best practices from countries with similar EE building projects.

The Project is presented also on joint web-site of UNDP Projects on Energy Efficient Buildings in Central Asia and Armenia created with assistance of UNDP Regional Center in Bratislava.

Steering Committee

Improving EE in Buildings: Steering Committee

The Project Steering Committee (PSC) shall be charged with inter-institutional coordination, overseeing and advising Project on the execution of Project activities and will have decision-making power.

The project shall be implemented under the overall coordination of PSC, the latter together with the Implementing Agency (UNDP) is responsible for project progress and continuous monitoring to achieve the goals under the UN Framework Convention on Climate Change.

The PSC meets once a year or when required and has the following duties:

  • Oversee project progress and provide general consultation for project implementation policy ensuring the project’s consistency with the other ongoing processes in the country;
  • Provide a linkage between the project and stakeholder agencies, facilitate the communication between the project and respective sectors and promote the decision making effectiveness in conformity with national energy efficiency strategy and the direct objectives of reduction of GHG emissions;
  • Promote the relevant data collection and ensure constant information exchange between stakeholders;
  • Identify technical constraints, which may hinder project timely implementation and recommend relevant activities;
  • Review and assess project  semi-annual and annual outputs, and approve annual plans.

Project Steering Committee Meeting, 2011-11-16

Steering Committee meeting of "Improving Energy Efficiency in Buildings" UNDP-GEF/00059937 project was held in the Conference hall of Ministry of Nature Protection of the RA on November 16, 2011. All the 11 members of the Committee were present at the meeting and the Project experts and representatives of partner organizations and contractor companies also took part in it. Analytical report on the Project's activities performed within 2010-2011 was represented and endorsed by the Committee. Work plan for 2011-2012 was discussed and approved provided that the Committee's recommendations are taken into account. The participants addressed future tasks of the Project, supporting and impeding factors for its activities.

Inter-Agency Working Group

Improving EE in Buildings: Inter-Agency Working Group

Inter-Agency Working Group (IAWG) was established by ordinance of Minister of Urban Development of the RA (#125 of November 11, 2010).

IAWG implements support activities for forming an enabling of supportive evironment for developing construction norms and regulations for the use of modern energy-efficient construction technologies and construction materials and their mandatory enactment, as well as building professional skills and capacities for introducing the construction principles in the design of energy efficient buildings (from the design phase up to the construction and exploitation phase).

The activities of the working group are as follows:

1) discuss and provide consultancy on recommendations for opportunities and removing barriers to the introduction of new energy efficiency norms and standards;

2) discuss the list and the timetable for the development, revision and localization of construction norms and standards;

3) discuss drafts of construction norms and/or standards developed/amended by international and national experts within the framework of the project and present recommendations;

4) present recommendations for improving the application and control mechanisms for construction norms and standards;

5) discuss the design and construction process of pilot energy efficient residential apartment buildings, and present recommendations for work quality control and exploitation.

Improving EE in Buildings: IAWG Meetings

During 1st meeting of IAWG, it was decided to request the subcontractor company to submit "Analysis of legal, normative and institutional framework for elaboration and adoption of energy efficient building codes and standards" report being elaborated to the attention of the Group and organise a session to discuss the report; to request the Group members to submit their comments and recommendations on the Group’s charter.

During 2nd meeting of IAWG, it was decided - per the 1st component of the Project - to envisage proposition of amendments to legal and normative acts for strengthening of "Thermal physics fo builidng envelope" RA norm enforcement; to contribute to renewal of ICP "Thermal protection of buildings" based on both mandatory and integrated approach, including improved incentives to abide by the norms.

Presentation by the Project's International Expert on Localization of the Revised MSN 2.04-02-2004 "Thermal Protection of Buildings" and on Elaboration of Technical Regulations Ms. Nina Umniakova (rus_1.9MB.pdf). Draft technical regulation on safety of buildings, structures, construction materials and pre-fabricates was also presented and discussed.

During 4th meeting of IAWG, it was decided to recommend the Project to draft amendments to concrete legal acts as per the presented draft set of measures (arm_1.2MB.pdf) for legal and institutional improvements required for strengthening and development of energy efficiency approaches in urban development sector. The draft legal amendments should then be submitted to the discussion of the RA Ministry of Urban Development, the RA Ministry of Energy and Natural Resources and other stakeholders.

The Advisory Handbook proposing certain technical solutions for insulation of building envelopes was endorsed for submission to the Ministry of Urban Development of the RA for approval and further enactment. The Project's endeavors were supported towards improving the circulating draft of the RA law "On Urban Development of the Smaller Center of Yerevan City" per the energy saving impact.
IAWG 5th meeting minutes, August 28, 2013 (in Armenian)

The IAWG highly appreciated the draft of “Technical regulations on energy efficiency in buildings” and recommended to pay specific attention to the terminology used in the document so that it was consistent with the legislation currently in effect and strongly substantiated for further submission for the approval of the RA Ministry of Justice. The members and other participants agreed upon the timelines for making necessary amendments.

Goris Community

Three-lateral Letter of Intent on cooperation was signed between the RA Syunik marz administration, Swiss Development and Cooperation Agency and UNDP Armenia in June 2011 to perform energy efficiency measures in social residential multi-apartment building in Goris town.

The works were successfully completed and official opening held on December 18, 2012. Subsequently, monitoring was exercised with the actual energy performance improvements found as expected and above. Please refer to the detailed factsheet for more information.

“Al Hamra Real Estate Armenia” LLC constructs “Cascade Hills” residential complex in Yerevan city. In 2012, a Letter of Intent was signed between UNDP Armenia and the developer, and the Project provides consultancy to the company to ensure the highest possible energy performance of the buildings.
