The following package of documents was provided to the members of the Steering Committee beforehand:
- The agenda of the meeting
- The Project Progress Report
- The 2008-2009 Draft Work Plan; and
- The Project-developed report on “The Current Situation of Heat Supply in the Residential Sector of the Republic of Armenia”.
The Chairman of the meeting was Mr. Simon Papyan, First Deputy Minister of Nature Protection, Vice-Chairman of the Project Steering Committee.
Mr. Aram Harutyunyan, Minister of Nature Protection of the RoA, Co-chair of the Project Steering Committee (PSC) made an opening speech. He noted that the modern energy efficient centralized systems are unquestionably preferable environmentally; however these require large capital investments and are still considered to be risky.
Ms. Consuelo Vidal, UN Resident Coordinator in Armenia, UNDP Resident Representative, Co-chair of PSC welcomed those present. In her welcoming remarks she mentioned that the Project progresses as planned, and the Project is considered to be one of the most successful UNDP/GEF projects among those in Eastern Europe and the CIS region.
The presentations were made in accordance with the agenda, covering the activities, outcomes and follow-up of the Project, the main issues and targets addressed by the Project-developed report, “The Current Situation of Heat Supply in the Residential Sector of the Republic of Armenia”, as well as the opinion of the international expert on the clarification of the state policy in the heat supply sector, prioritizing the development of the law on heat supply.
The participants voiced their views on the activities of the Project and the said report and presented suggestions/recommendations on the 2008-2009 Work Plan.
