Loan provision terms for heat supply systems rehabilitation and presentation of the software for calculation of centralized heat supply small systems 2007-03-22
The seminar was organized by UNDP/Armenia and RA Ministry of Nature Protection in the framework of UNDP/ GEF "Armenia Improving the Energy Efficiency of Municipal Heating and Hot Water Supply" Project. It was attended by representatives from stakeholder ministries, municipalities, PSRC, international organizations, scientific-research institutes, Armenia Renewable Resources and Energy Efficiency Fund, banks and private companies.
The seminar was aimed at presentation of loan provision terms for heat supply systems rehabilitation and the software, developed in the framework of the project, for calculation of centralized heat supply small systems.
The software is designed for calculation of required capital investments, operation and maintenance (O&M) costs and heat energy tariff for heat and hot water supply of multi-apartment buildings from centralized heat supply small systems.
The software aims at supporting beneficiaries to assess the amount of required investments and the heat energy tariff in case of different financial schemes (capital structure and loan terms) taking into account the implementers status - private investor, condominium. Thus, the software enables assessing the feasibility of the considered heating project depending on the affordability of the heat energy tariff.
The software enables calculating the installed heat source capacity, characteristics and lay-out of external heat networks, investments for the entire heat supply system, taking into account the internal heat network type (horizontal/ vertical) and metering equipment, operation and maintenance costs, as well as heat tariff, taking into account different financial terms, connection rate and collection rate.
Rehabilitation of heat supply systems and construction of new ones can now be realized today by means of loan attraction. During the seminar the participants were also informed about the loan terms provided by the Armenia Renewable Resources and Energy Efficiency Fund through specialized financial institutions banks, for heat supply systems rehabilitation. The representatives of the ACBA-Credit Agricole Bank and Cascade Bank presented the loan provision terms, conditions and requirements for heating projects implementation.
