Project Objective:

The project envisages reconstruction of centralized district heating (DH) system in the Avan residential area, Yerevan city.


Project Description:

As a consequence of economic and energy crisis Armenia experienced in the 1990s, the former, largely centralized district heating (DH) based municipal heat and hot water supply systems in all Armenian cities practically collapsed and residents were forced to use electricity, wood, gas, kerosene or any other available means to cover their heating needs. The project envisages restoration of centralized DH system in the Avan residential area on the outskirts of the capital Yerevan. In contrast to all previous pilot-scale restoration projects in Armenia, not only space heat supply shall be restored, but also Hot Tap Water (HTW) supply. In addition a co-generation unit (13,48 MW) will be installed to generate electricity to the grid.

A working group under the Ministry of Nature Protection of the Republic of Armenia (RoA) has elaborated Feasibility Study for the mentioned restoration. Under the framework of UNDP/GEF "Armenia - Improving the Energy Efficiency of Municipal Heating and Hot Water Supply" project further support was provided to review and refine this study, findings and final recommendations are presented in "Pre-Feasibility Study for Restoring the Heat and Hot Water Supply for the Davidashen and the Avan Areas in Yerevan, Armenia", conducted in 2006 by Ramboll consultancy company, Denmark.

Memorandum of Understanding has been signed between Eurosibenergo-engineering LLC (Russia), potential investor, and the Government of RoA. For implementation of the project. The new company, ArmRosGogeneration LLC has been established in August 2006 with the majority of shares owned by Eurosibenergo-engineering and a minority held by Avan community.

The following activities are envisaged under the project:

  • Installation of: (i) new CHP unit (12.3 MW) for covering the basic heat load; (ii) efficient heat only boilers for covering heat peak demand (60 MW);
  • Complete reconstruction of group heat substations (heat exchangers, energy efficient circulation pumps, differential pressure control systems, etc);
  • 100% replacement of old primary and secondary network pipes;
  • Reconstruction of the internal heat networks in the buildings, installation of demand side management devices and heat meters.

Expected Outcomes:

Project will have the following positive outcomes:

  • Reduction of CO2 and other pollutant emissions;
  • Efficient utilization of imported fossil fuel;
  • Improvement of in-door air quality, comfort level and safety situation in the apartments currently heated by the individual heating devices;
  • Provision of affordable and reliable heat supply to households and public consumers;
  • Transfer of new technologies;
  • Foreign direct investment in the country;
  • Energy saving through demand side management;
  • New employment opportunities for energy service providers.

Project Status:

The PIN was submitted to UNDP MDG Carbon Facility Head Quarter for evaluation and further approval of the proposed project activity.


Project Timing:

Construction phase: 3 years (with partial commission of the systems parts expected after year 1). Operational life-time: 20 years. Start on January 2008.
