The Fifth Meeting of CDM Designated National Authorities Forum was held in Bonn, Germany on April 14-15, 2008, at Maritim Hotel. The forum was established by the Executive Board of the Clean Development Mechanism in response to a request from the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) to broaden participation in the CDM process, including through regular meetings with a DNA forum. The main objective of the Forum is to provide opportunities for DNA representatives to exchange views, share their experiences relating to the CDM and bring forward common views and issues to the attention of the Executive Board.
The event hosted DNA representative from more then 100 countries and was aimed at discussion of various CDM specific issues, namely: (i) programmatic CDM, (ii) LoA withdrawal scenarios, (iii) opportunities for CDM projects in transport sector, (iv) role of DOE in the CDM project cycle, etc.
Special sessions were organized for regional groups meetings devoted to discussion of country- and region-specific aspects of CDM. Meeting of Eastern European Group (Albania, Armenia, Azerbaijan, Georgia, Macedonia, Moldova and Ukraine) chaired by Armenia discussed and presented to the audients number of practical issues regarding to the methodological tool to calculate the emission factor for an electricity system methodology for renewable project as well as possibility of application of an already approved baseline (emission factor) for similar CDM project activities implemented in the country under the similar conditions.
The DNA Forum was held right after the Fifth CDM Joint Coordination Workshop organized at the same venue on April 12-13, 2008. The workshop hosted members and alternative members of the CDM Executive Board, Accreditation and Methodology Panels, A/R and CDM Small-Scale Working Groups, Registration and Issuance Team as well as representatives of Designated Operational Entities and methodological experts. Representatives of the CDM DNAs also took part in the mentioned event.
The following issues were discussed at the workshop: (i) experience in the registration and issuance process, (ii) specificity of the CDM accreditation system. (iii) key methodological issues of energy efficiency projects, (iv) monitoring, measurement and standards in CDM methodologies, (v) updates of the validation and verification manual, etc.
