Public Hearing Session on Lusakert Biogas Plant CDM Project
Within the framework of public pearings and validation stage, an event on Lusakert Biogas Plant CDM Project PDD presentation was held on November 7, 2005, in Tigran Mets Hall of the Marriott Hotel, Yerevan, Armenia. The event was organized at the initiative of Max Concern LLC (Armenia), the project owner, and the Vekst Foundation (Norway) and welcomed all interested stakeholders who were informed about the event in advance by post and e-mail. The announcement was also placed with the "Hayastani Hanrapetutsyun" newspaper.
The workshop had broad representation; among the participants were the Minister of Nature Protection Vardan Ayvazyan, the Deputy Minister of Agriculture Karlen Khachatryan, the Head of Public Service Regulatory Commission Robert Nazaryan, the representatives of Danish Carbon Fund, financial institutes, NGO's, as well as the Agriculture Academy.
The session begun with an opening speech of Khachatur Manukyan, CEO of Max Concern, who welcomed the participants and briefly introduced the aims and objectives of the project. The speech was followed by Mr. Ayvazyan's greeting, who highlighted the significance of the proposed project for Armenia and expressed the Ministry's positive feelings about it.
The session proceeded with a presentation on the Lusakert Biogas Plant project draft PDD, made by Mr. Rolf Kevin, Director of Vekst Foundation. In the conclusive part of his speech, Mr. Kevin encouraged the stakeholders to forward all their comments to the electronic address of DNV, the Designated Operational Entity carrying out the validation of the present project.
Further on, Mr. Aram Gabrielyan, Head of Environmental Protection Department of MoNP and the UNFCCC Focal Point, held a presentation
on the main aspects of both the Kyoto Protocol and CDM. He also
provided an overview of the current status of CDM in Armenia. The
presentations were followed by a discussion.
The event became the first of such kind in Armenia, as it introduced
the innovative practice of organizing an interactive discussion between
project participants and project stakeholders along with obtaining
their comments.
