The goal of the round table was to hold a dialogue between specialists and stakeholders/interested parties on issues of monitoring and access to information and provide relevant recommendations.

The round table was attended by representatives from the ministries of Nature Protection, Agriculture, Health and Urban Planning, from State National Service on Statistics, State Committee of Real Cadastre under the Government, State Committee of Water Economy under the Government, Department of Emergency Situations under the Government, National Academy of Sciences, Scientific and Project Organizations, UNDP/country office and UNDP/NCSA Project – totally 38 people.

After the reports as planned by the agenda, the participants started an intense discussion.

The identified constraints faced in the sphere included:

  • Lack of professional staff
  • Lack of opportunities for staff training
  • Outflow of existing specialists
  • Non clear division of responsibilities
  • Weak legislative sphere
  • Bad coordination of activities
  • Old normative and methodical manuals/guidebooks
  • Lack of system licence
  • Lack of financial means, professional staff and draft databank for forest monitoring
  • Inadequateness between local and international standards
  • Lack of new technologies etc.

As an outcome of the meeting the following recommendations were identified and set forth:

  • To establish a central institution responsible for compilation and publication of the results of monitoring activities, which will ease the coordination and regulation of the system
  • To develop a comprehensive methodological approach (united system for standards) and chose a minimum mandatory basket for indicators
  • To establish a coordinated regional monitoring service net
  • To use the method of mathematical modelling for cutting down the expenses
  • To promote functional coordination (functions distribution) according to study results
  • To introduce the GIS system for SPA management.
