The Round Table was attended by the representatives from the Ministries of Nature Protection, Finance and Economy, Trade and Economical Development, Energy, State National Service on Statistics, Scientific institutions, NGOs, international organizations, private sector-Ameria- totally 25 people.
The goal of the seminar was to discuss and make recommendations on financial tools and mechanisms, which are necessary for the implementation of the three global environmental conventions in the country.
An opening speech was made by UNDP Programme Officer Ms. Anahit Simonyan. Afterwards, the UNDP/GEF NCSA Project Coordinator Ms. Diana Harutyunyan presented Project goals and objectives, as well as she drove the attention of participants to the analysis carried out by "Ameria" consulting agency in the framework of the Project and suggested discussing it and making necessary recommendations. After the reports made as designed by the agenda, the participants started discussions.
In the result of those discussions the following recommendations were made:
· Review the issue of National Environmental Fund division to 50%- 50%;
· Consider and justify tax privileges;
· Improve legislative framework by reviewing the RA Law "On Purposeful Use of Nature Protection Fees Paid by Organizations" which is currently in force;
· Review and justify the incorporation of Maximal Permissible Emissions (MPE) calculation form into the analysis;
· Recommend alternative fund names to express their relationship with Conventions;
· Establish insurance mechanisms to minimize the environmental, emergency and climate change risks;
· Establish environmental judicial system;
· Coordinate financial tools and mechanisms related activities.
