Removing Barriers to Energy Efficiency in Municipal Heat and Hot Water Supply

This project aims to respond to the objectives of the UN Framework Convention on Climate Change, corresponding to the strategy mentioned in the first national communication of Armenia. At the same time, the project is a logical continuation of the "Armenia - Country Study on Climate Change" UNDP/GEF ARM/95/G31/A/1G/99 project. The objective of the full-scale project to be developed with the PDF activities described here is to remove barriers to, and to leverage additional financial resources for improving the energy efficiency of municipal heat and hot water supply in Armenia, thereby lowering the overall fossil fuel consumption and the associated greenhouse gas emissions. The initial focus of the project will be on the municipal heat and hot water supply in the city of  Yerevan, after which the results can be disseminated and the activities replicated in other major cities of Armenia. The project is expected to achieve this goal by:
  • (i) building institutional capacity for planning, initiation, implementation, and evaluation of different strategies and available energy efficiency measures and technologies;
  • (ii) reducing the uncertainties and the risk of the potential investors regarding the costs, technical issues, and implementation procedures;
  • (iii)  demonstration of the technical, economic and financial feasibility of  selected energy efficiency measures and technologies; and
  • (iv) disseminating the information and project experience throughout the country as well as among the potential sources of follow-up financing of the project.
