ABOUT CURRENT PROJECT

The project objective is to reduce greenhouse gas emissions from the energy sector.

As an area of GHG emissions reduction is selected municipal heat and hot water supply system, which at present is almost collapsed and as a result the energy efficiency is very low.

Due to it the most part of heat energy (for heat and hot water supply) the households get through electric heaters and wood fuel (forest wood), which jointly with other factors is of low efficiency. This at the same time brings to additional greenhouse gas (carbon dioxide) emissions.

As an ecological project of global environmental significance, the project is financed by the Global Environment Facility (GEF), which is the financing mechanism of the Climate Change Convention.

The project is a grant and the GEF is standing as a co-financing organization for the ongoing other projects. The Project will cover those incremental costs, which will have global environmental significance.

During the Project Development Phase (PDF B) executed by the Ministry of Nature Protection, which was initiated still in 1999, feasibility study have been carried out of economic, social and organizational barriers, that prevent from energy efficient heat supply system and technology investment as well as were predetermined the ways and measures on how to overcome them.

During the PDF B phase the Ministry of Energy, Ministry of Urban Development and Yerevan Municipality were the Project cooperating agencies.

The PDF B phase was operationally finished in the end of 2002. Having passed numerous stages of endorsement in accordance with GEF procedures "Improving the Energy Efficiency of Municipal Heat and Hot Water Supply in Armenia" project document was at last presented for signature by the Ministry of Nature Protection and the UNDP Office in Armenia.

It is supposed that the Project will closely cooperate with the ongoing relevant projects and, besides, during its implementation stage the activities will follow on the direction of involving other new stakeholders, donors and leverage financing for advancing sustainable development and continuous bases for rehabilitation of heat and hot water supply system in Armenia. The project also supposes the implementation of pilot projects with the application of modern heating technologies.

The Project highlights the issue of developing a mechanism to raise the awareness and participation of the apartment owners in organizing and improving the efficiency and quality of the heat and hot water supply services as under the existing market relations the role of apartment owners is of decisive importance in interrelations between heat suppliers and consumers. Hence, the development of energy efficient and affordable heat and hot water supply services depends on their readiness and how effectively they will be organized.

The project will closely cooperate with the other ongoing projects in Armenia in accordance with the Urban Heating Strategy adopted by the Government of Armenia. They are: the "Urban Heating Project" financed by the World Bank/IDA loan, "Industrial Development of the District Heating Industry in Armenia" funded by the Government of the Netherlands and the envisaged USAID funded program in the field of energy and environment.

The project budget is about US$3 million and participation of both national and international experts is supposed during its implementation.
