Challenge

Implications and issues of climate change as a rule are of cross-boundary character. The UNFCCC and the Kyoto Protocol set equivalent rules for all participating non-Annex I countries. Further, due to their common past as former Soviet Union Republic, many economic and technical, and also some cultural features are still comparable and similar between the host countries.

Objective

As response to the ToR it is envisaged to have a regional twinning and experience interchange and coordination among the four host countries of the project, and also an inter-project twinning with the Tacis Climate Change Projects in Ukraine / Belarus (Lot 1) and Central Asia (Lot 3).

Regional Conference

A regional conference with at least 60 participants will be organized in cooperation with the REC Caucasus in Georgia, directed at raising awareness on climate change and CDM opportunities among various governments, public and private stakeholders.

The timing of the regional conference is set towards the end of the project in order to have also significant experiences and lessons learnt to be exchanged among the four host countries. The envisaged duration is from two up to three days. Anyway, in case that beneficiaries or the EU would prefer a timing at an earlier stage, the regional conference will be executed accordingly.

Participants from the other two regional Tacis Climate Change Projects in Ukraine / Belarus (Lot 1) and Central Asia (Lot 3) as well as from Russia or other countries to reasonably share experiences will also be invited. Subsequently, simultaneous English / Russian interpreting will be provided.

Regional Workshops

Two additional regional workshops will be organized similar to the large workshop, but participation is limited to the core expert groups. These workshops will be organized as one-day events on working level, with participation of up to three experts from each beneficiary country.

The following subjects for these two workshops are proposed:

  • GHG emission inventories and modeling of future trends, this workshop will be timed after the respective national trainings;
  • CDM project development including PDDs and national verification and monitoring systems; this workshop will be timed after the respective national CDM process workshops.
