CDM Project Opportunities
Currently, Armenia is in the process of establishing proper CDM procedures. The technical capacity to develop CDM projects is also in its initial building phase and needs strengthening, particularly for the development and/or implementation of established baseline methodologies need immediate attention.

Recently, the EBRD started investigating potential CDM projects in the Caucasus and Central Asia and has already submitted a small-scale hydropower project for the approval of Armenian Government. Meanwhile, the Shimizu Corporation has developed a Landfill Gas CDM project with the preliminary PDD expected in December 2004. These and other developments pertaining to CDM projects create urgent need to expedite the development of institutional structures for CDM project review and approval within the Designated National Authority (DNA). Also other countries, notably the Government of Denmark has established strong ties for cooperation and signed a Memorandum of Understanding with the Armenian DNA in line with other countries.

A special format has been developed according to which an inventory can be made of all existing preliminary project ideas and proposal, as well as of official PINs and PDDs. It contains basic project information and allows screening of the projects in order to determine the most suitable ones for further development. This CDM project pipeline will be continuously updated.

Armenia is not a big contributor to GHG emissions and the transition period lowered emissions even further. The main potential lies in the sectors of electricity and heat generation, and transport. The technical potential for GHG emission reduction with the implementation of energy conservation measures is estimated at about 19.55 mln. tons of CO2 for the period of 2000-2020, including 0.85 mln. tons from utilization of renewable energy resources (UNDP/GEF «Armenia-country study on climate change Phase II» project report).

There are a number of initiatives taken for developing potential CDM projects in the following sectors:

  1. Renewable energy:
    - Small and big hydropower energy
    - Wind
    - Geothermal
    - Solar
  2. Biogas
  3. Heating
  4. Industrial sector:
    - Two cement factories
    - Mining
    - Technology transfer
    - Energy efficiency
    - Public transportation
    - Caoutchouc production
  5. Reforestation

At present feasibility and pre-feasibility studies for potential CDM projects are undertaken with international assistance, including donor countries and companies. However, none of the studies have yet been submitted for approval.
